Incapable. The beings confined in what we think of as Hell are not human and are incapable of changing. They don’t know and can never experience compassion, empathy, remorse, or love.

Humans can choose to change and improve themselves. Not everyone does, of course, but it’s possible. For that reason, they get another chance to do better and use the lessons they’ve learned in the past to hopefully live a better life.
