Hi there! I had the same question. They were talking about the mentally I’ll or those whose soul intended them to go against their conscience for the greater good for whatever reason. Otherwise, we all have a conscience because we all have a soul. It’s not that they do not have a conscience so much as it doesn’t guide them. Hope that helps. Blessings!
